- Piloting Penalty Notices for Disorder (PNDs) for 10-15 year-olds
This research report looked at the effectiveness of issuing PNDs to younger people. They were found to be effective in catching and deterring yougsters who offend early, but concerns were raised about repeat offending levels and the PND punishing the parent/guardian rather than the young offender.
